LOWER HOUSE APPROVES RH BILL ON SECOND READING


It was a day that will be remembered forever in the history of the Philippines as 113 congressmen in the House of Representatives voted for the passage of the Reproductive Health Bill in its second reading.

From a total 220 in attendance, three abstained and 104 voted against. Rep. Remulla, one of the co-authors of the bill, abstained and asked for the removal of his name in the roster of co-authors.

The nominal voting which concluded at about 2:00 AM, pushed the RH Bill one step closer to be passed. The House of Representatives will convene for third and final reading on Monday, December 17. On that same date the Senate will also convene for their second reading on the bill.

NOTABLE VOTES:

1. Most representatives from Muslim pre-dominated areas voted for RH Bill to be passed. This includes Cong. Bai Sandra Sema of Cotabato City and Maguindanao.

In ARMM, most officials both in executive and legislative supports RH Bill. In fact the autonomous region thru it’s legislative assembly passed Gender and Development Code. They are already working on RH Bill, ARMM version.

2. Peope’s champ Manny Pacquiao of Saranggani voted no, citing that his experience of a knock-out in Las Vegas made him realize the sanctity of life. He got a standing ovation… When he said that Jinkee, his wife, cried when he went down in the ring. Gah!

3. Congressmen Imelda Marcos (wife of dictator Marcos) and Mikee Arroyo (son of GMA) voted no as well saying that they are Carholics and that it is unacceptable for a lawmaker to do something that God does not want…. Like really??? I was thinking they both should tell their families to submit themselves to be jailed for the countless violations they have made to the laws of men and god. Ironic to the highest level!

4. I just cannot pinpoint but many many reps voted because of their affiliation to the Catholic Church. Hopefully they would realize by now that they are serving not the Catholic Church but their constituents. Hopefully they would remember that there is that constitutional provision of church and state separation.

5. Some reps also quoted the constitutional provision that no law shall be passed abridging the right to exercise freedom of religion. Like total, grave and exasperating misrep!

6. Lani Mercado and Lucy Torres, both showbiz personalities, voted no citing that using contraceptives had been bad for them. And that they do not want the same to happen to others. Like RH is all about contraceptives. Like pharmacological response to medication is the same for all women.

With that alone it already shows that there are several legislators who are voted into office who cannot even organize logical thoughts and who, with pressure from Catholic Church will bend and forget that not everyone’s Catholic.

Next year’s election will really be exciting given the recent developments. The Catholic Church is outraged and is conducting more masses than usual.

Yet again, this is just semi-finals. Championship yet to happen. Hopefully Senate will do good too for RH Bill, for the women, for health care….

ARMM CONDUCTS WALK IN SCREENING

12-12-12 is now marked as a historic date for the Autonomous Region in Muslim Mindanao as the Office of the Regional Governor together with the Department of Transportation and Communication- ARMM, conducted the first ever walk-in application and screening of applicants who are interested in the newly created plantilla positions in DOTC ARMM.

Some fifty applicants presented themselves in front of the screening panel in the ORG Conference Hall. The panel consisted of Engr. Pama Dimapanat, the Executive Director of the DOTC ARMM and Sec. Norkhalila Mae B. Mambuay-Campong, Regional Cabinet Secretary.

Some of the applicants even came from the Island Provinces of BASULTA.

The Office of the Regional Governor, under the administration of Hon. Mujiv S. Hataman, created the Personnel Selection and Promotion Board to assist him in screening several aspirants for the open positions in the ARMM bureaucracy.Moreover, Hon. Hataman envisions to provide equal chances to its constituency provided that they meet minimum qualifications as defined by law.

The Regional Governor intends to conduct the same activity in different locations in order to cater to deserving applicants who are marred by their inability to travel to Coabato City to pursue their application.

The applicants are very thankful that for the first time in ARMM history, they see that the administration is doing its best to be as meritocratic as possible.

Philippine Youth Development Planning

In line with the thrust of the Philippine Government to strengthen youth participation in addressing national and local issues, the National Youth Commission together with the Office of the Bangsamoro Youth Affairs in ARMM sponsored the Philippine Youth Development planning here in Cotabato City.

Activities like this are very essential such that they open doors to our youth and allow them to have a bigger and wider perspective about the issues that surround us. I believe that the understanding we get from here is not only limited to issues in governance and public administration. It also talks about our daily struggles in dealing with our personal politics and even that of our families.

I do not have statistics to support this claim but based on my observation, the youth here in the Philippines is the demographic that needs a lot of attention. It is one of the most vulnerable sectors- very easy to be mislead. The way that we can protect the youth from going astray is to push for programs that will educate them not only about the subjects in school but also about the complexity of them being a political animal.

The youth of today will become the leaders of tomorrow. Hence it is just but appropriate to invest on them.

TURNING TEARS AND FEARS INTO FIGHT AND MIGHT

I am Maranao. I come from Marawi City, where many of the political vendettas in the Philippines are based. I live three hours away from Aguak where the 2008 infamous massacre happened. Yesterday was another big tragedy for peace activists in Marawi and co-MSU alumni of Mindanao State University respected professor Othello Cobal. Mercilessly, he was killed with his student assistant in his own domain at the Mindnolia Net Cafe which was torched, worth an aggravating circumstance plus a death penalty in criminal law. I could not bear to see his remains although the ashes on my skin upon seeing the whole burnt place will embed in my mind and will remain of this continuing fight against vigilantes and those who think they can take the law in their own hands.

Security sector work is no longer the domain of the police, army or the campus peacekeeping. It is now a community effort. Every minute of helping douse a fire could save a life like that of saving 13-year old Estrella who is now surviving second-degree burns. Seeing the Inspired Youth Optimists Guild (IYOG) at the open field in MSU campus, we urged they turn their activities into a Cause for Justice. Let us pressure the police and the judiciary so that no death follows Prof. Othello, 23-year old student assistant Erwin and 8-year old Gaily Miraato (caught in stray bullet last August 8).

This Eidul Adha prayer is a prayer that passivity in our homeland will turn to activity. Sultans I conversed with offer themselves in information drives but have no resources to speak up on TV. They are also not part of local government unit mechanisms thus their distance from the ground realities which require their moral voice.

The last month I had sat with CSO leaders, army and police in varied sharings that seem to have woven themselves into an inter-related tapestry of surrealness and reality. Now is the time to see the Bangsamoro through. Can we make peace among ourselves? Can we professionalize our security sector to be more responsive? Can a Christian army protect a Muslim civilian just as a Muslim cop protect a Christian child?

Will lack of technology and funding be an excuse not to catch criminals? Should we not use our profession to fax tens of letters expressing the need for whatever equipments we need in our offices?

I recall our research called Mindanao 2020 where the island is imagined 30 years from now . In our Scenario Building facilitated by a German trainor, I had joined a sub-group that would imagine the Worst Scenario in Mindanao . Just THREE days before the Ampatuan town massacre, we had imagined gangsteerism and ruthless violence taking its toll in the island. Entitled Islands of Despair , our report’s discussants included an ARMM executive, Western Mindanao State University (WMSU) President Grace Rebollos, Bangsamoro Development Agency (BDA) representative Ruby and Indigenous People’s leader Edtami. We acknowledged warlordism and possible martial law in the face of certain pockets of lawlessness although isolated in the island. The rent-seeking padrino leadership in the Muslim areas and geographic distance of a national government aggravated by displacements because of the protracted peace process lent to lack of basic services and thus discontentment , disenchantment and grievance, very potent causes for recruitment to the underground world of criminality.

The sermon in a congregational prayer was relevant. The imam (religious preacher) said, every person/Muslim had a role to change things. Every person had the capacity to do good and make a difference. And the good must be done and operationalized in this world. MSUans and young people are doing their role through social networking.

After the noise settles down on the nth death in our homeland, serious steps are needed to address violence. With every step we take, the imperative for coming together for the positive causes of conflict-resolution, justice and development are the more relevant. And this we take seriously as many of us work in the communities to solve the small rifts that can escalate to large confrontations. These are not documented but let me hail them now – the female and male conflict-negotiators in Moro areas who invest time, thought and space to solve the many domestic and political vendettas that prevented the loss of life. We , the young wanna-be peacemakers, are wanting in wisdom but wanting so much to learn and act and move and do our small part.

But for now, let us always be vigilant. When will the next shooting happen because the roots of barbarity aren’t addressed.
